Worth knowing: A district court ruled the program unconstitutional in April 2025. It keeps running while the Utah Supreme Court hears the appeal.

Is there an income limit for UFA?
300% of the federal poverty level (priority only), 2026-27 and later (law effective May 6, 2026). There is no income limit; income only matters for the order of awards when applications exceed funding. Renewing students come first, then siblings of current or last-year scholarship students, then certain new students with family income at or below 300% of the federal poverty level, then everyone else by lottery. Who goes first. By law, awards go first to students who used an account last year and turned in the required portfolio or test, then to siblings of current or last-year scholarship students, then to new students with family income at or below 300% of the federal poverty level whose household took a partial award that left them out, then to everyone else by lottery. A lottery is also used inside any tier that is oversubscribed, and children from one household are approved or denied together.
Apply for UFA: how it works
- Create an Odyssey account and apply through the program manager's site. By law the application opens March 1 for returning students and April 1 for new students, and closes May 1.
- Submit proof that the family's primary residence is in Utah, such as a utility bill, mortgage statement, lease or property tax record from the current calendar year.
- To be considered for the income preference, give written consent for the State Tax Commission to share your state income tax information with the program manager, and provide household income documents if asked.
- Returning students must turn in a portfolio of the year's learning or approved test results by May 31 to keep the scholarship for the next year.
- The program manager must give a decision within 30 days of the application deadline. Accept or decline the offer by the deadline it sets, which must be before July 1, or the offer is forfeited.
- Funds are paid into the scholarship account in two equal payments, the first by July 31 and the second by December 31, and you pay approved schools and providers through the online portal. The program manager may release the full year at once for private school tuition.
What to have ready
- Proof of Utah primary residence from the current calendar year (parent's utility bill, mortgage statement, lease, or property tax records)
- Written consent for the State Tax Commission to share state income tax information (for the income preference)
- Household income documents if needed: business tax returns, year-to-date profit and loss statement and owner's draw records for business filers, or recent W-2s, a current pay stub and an employer letter if this year's taxes are not yet filed
- Portfolio or assessment results (renewing students)

Does it cover the full cost of private school?
Not always. The award is a set amount and every school sets its own price. Ask each school for tuition plus fees, then subtract the award. The calculator on this page does the sum for you.

How much is the scholarship?

Do we reapply every year?
Yes. A student must submit an initial or renewal application for every school year, and renewing students must turn in a portfolio or test results by May 31.
Can homeschoolers use it?
Yes. Home-based students are eligible, at up to $4,000 (ages 5 to 11) or $6,000 (ages 12 to 18) a year. A parent cannot be paid for time spent teaching their own child.
Is the money taxable?
Utah law says scholarship funds paid into the account are not state taxable income to the parent.
What happens to money we do not spend?
Two of every three unused dollars roll over to the student's award for the next year, up to a cumulative $2,000, if the student stays eligible. The rest returns to the state.
Can a student enrolled in public school use it?
No. A student cannot be enrolled in a public school (LEA) while receiving the scholarship. If the student goes back to public school, the remaining balance is removed from the account within five business days.
Who runs the Utah Fits All Scholarship?
Odyssey, a company chosen by the state, has run the program since May 16, 2025 and is responsible for all of it. The program was created by HB 215 in the 2023 legislative session.

Can my child also be enrolled in a public or online public school?
A scholarship student whose records show another enrollment has a conflict, and the family must resolve it. Any activity with a public school, in person or online, can cause one. If a private school uses an online school for course material, ask the private school to fix it.

Have the amounts changed since the program began?
Yes. The program started in 2024-25 with up to $8,000 per student, and amounts changed for some groups from 2025-26 under HB 455, which took effect in early March 2025. Check with Odyssey for this year's figures.
