How Steamboat Legacy ESA works

What you get	$7,000 per student per year. Deposited in four quarterly payments of $1,750, starting in early September.
Who qualifies	Wyoming residents in kindergarten through 12th grade who are not enrolled in a public school. There is no income limit for K to 12. Four year olds qualify only under 250 percent of the federal poverty level.
How full it is	The state reported 3,359 approved applications for 2026-27 in early September 2026, with several hundred more pending, against funding for about 4,200 students. Those counts come from news reports of department figures.
When to apply	The 2026-27 application ran July 6 to August 6, 2026 and is closed. Dates for 2027-28 are not posted yet.
How the money moves	Money goes into an online account. You spend it through the state’s marketplace, which pays schools and providers directly.
What it covers	Tuition and fees, tutoring, curriculum, educational technology, uniforms, therapies, exam fees and some transportation.

Worth knowing: The program is paying families for 2026-27, but a lawsuit over whether it is constitutional is still open. A district judge blocked payments in 2025 and the Wyoming Supreme Court lifted that block in May 2026. The Wyoming Department of Education says it sees no indication families would have to repay money that was properly spent if the law were later struck down.
